This highlights not just the need to directly address security issues. It also <\/span><span class=\"NormalTextRun SCXW156847980 BCX8\" data-ccp-parastyle=\"Body Text\">emphasises<\/span><span class=\"NormalTextRun SCXW156847980 BCX8\" data-ccp-parastyle=\"Body Text\"> the importance of improving transparency and giving <\/span><span class=\"NormalTextRun SCXW156847980 BCX8\" data-ccp-parastyle=\"Body Text\">marginalised<\/span><span class=\"NormalTextRun SCXW156847980 BCX8\" data-ccp-parastyle=\"Body Text\"> stakeholders adequate information about current <\/span><span class=\"NormalTextRun SCXW156847980 BCX8\" data-ccp-parastyle=\"Body Text\">developments in<\/span><span class=\"NormalTextRun SCXW156847980 BCX8\" data-ccp-parastyle=\"Body Text\"> the peace process.<\/span><\/span><\/strong><\/p>\n<p><span class=\"NormalTextRun SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\">On 11 March 2023, the African Union (AU) <\/span><span class=\"NormalTextRun SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\">convened<\/span><span class=\"NormalTextRun SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\"> what it described as the first Strategic Reflection Meeting on the Permanent Cessation of Hostilities Agreement (<\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\">CoHA<\/span><span class=\"NormalTextRun SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\">), meant to end the civil war in Tigray, Ethiopia. According to <\/span>an <a href=\"https:\/\/au.int\/en\/pressreleases\/20240311\/african-union-convenes-first-strategic-reflection-meeting-implementation\" target=\"_blank\" rel=\"noopener\">AU media release<\/a>, the <span class=\"TextRun SCXW49441931 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun CommentHighlightPipeRestV2 SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\">purpose of the meeting <\/span><\/span><span class=\"TextRun SCXW49441931 BCX8\" lang=\"DE-DE\" xml:lang=\"DE-DE\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\">\u2014<\/span><\/span><span class=\"TextRun SCXW49441931 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\"> held at the AU\u2019s headquarters in Addis Ababa <\/span><\/span><span class=\"TextRun SCXW49441931 BCX8\" lang=\"DE-DE\" xml:lang=\"DE-DE\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\">\u2014<\/span><\/span><span class=\"TextRun SCXW49441931 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\"> was to \u201creview progress, identify key challenges, and propose ways to address gaps in the implementation of the <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\">CoHA<\/span><span class=\"NormalTextRun SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\">\u201d.<\/span><span class=\"NormalTextRun SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\"> The Reflection <\/span><\/span><span class=\"TextRun SCXW49441931 BCX8\" lang=\"DE-DE\" xml:lang=\"DE-DE\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\">M<\/span><\/span><span class=\"TextRun SCXW49441931 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SpellingErrorV2Themed SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\">eeting<\/span><span class=\"NormalTextRun SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\"> was <\/span><span class=\"NormalTextRun SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\">facilitated<\/span><span class=\"NormalTextRun SCXW49441931 BCX8\" data-ccp-parastyle=\"Body Text\"> by the<\/span><\/span> AU&#8217;s <a href=\"https:\/\/au.int\/es\/node\/42255\" target=\"_blank\" rel=\"noopener\">three-member High-Level Panel<\/a> for the Ethiopian Peace Process which had mediated the <a href=\"https:\/\/igad.int\/wp-content\/uploads\/2022\/11\/Download-the-signed-agreement-here.pdf\" target=\"_blank\" rel=\"noopener\">CoHA<\/a>, <span class=\"NormalTextRun CommentHighlightPipeRestV2 SCXW104226459 BCX8\" data-ccp-parastyle=\"Body Text\">with the background involvement of the United States (US). It brought together representatives of the Ethiopian Federal Government and the Tigray People&#8217;s Liberation Front (TPLF), the only participants in the tightly controlled peace talks, as well as the Tigray Interim Regional Administration, <\/span><span class=\"NormalTextRun SCXW104226459 BCX8\" data-ccp-parastyle=\"Body Text\">established<\/span><span class=\"NormalTextRun SCXW104226459 BCX8\" data-ccp-parastyle=\"Body Text\"> by the Ethiopian federal government in March 2023, as part of the CoHA provisions.<\/span><\/p>\n<p><span class=\"TextRun SCXW167110721 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW167110721 BCX8\" data-ccp-parastyle=\"Body Text\">As has become customary of the AU\u2019s handling of the Tigray peace process, the meeting was closed to the public. However, prominent international partners and observers were in attendance, namely the United Nations (UN), European Union (EU), US, Intergovernmental Authority on Development (IGAD), and the African Development Bank (AfDB). The AfDB has provided substantial financial support for the Ethiopian peace initiative. The AU and the Ethiopian government insisted on funding exclusively from Africa, to preserve African ownership of the initiative and prevent foreign meddling. They have since <\/span><span class=\"NormalTextRun SCXW167110721 BCX8\" data-ccp-parastyle=\"Body Text\">modified<\/span><span class=\"NormalTextRun SCXW167110721 BCX8\" data-ccp-parastyle=\"Body Text\"> their stance and are seeking <\/span><span class=\"NormalTextRun SCXW167110721 BCX8\" data-ccp-parastyle=\"Body Text\">additional<\/span><span class=\"NormalTextRun SCXW167110721 BCX8\" data-ccp-parastyle=\"Body Text\"> international backing for the agreement&#8217;s execution.<\/span><\/span><\/p>\n<p>The AU\u2019s Political Affairs, Peace and Security division emphasised in a separate <a href=\"https:\/\/twitter.com\/AUC_PAPS\/status\/1767100016835866797\" target=\"_blank\" rel=\"noopener\">communication<\/a> <span class=\"TextRun SCXW49719450 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun CommentHighlightPipeRestV2 SCXW49719450 BCX8\" data-ccp-parastyle=\"Body Text\">that the purpose of the Reflection <\/span><\/span><span class=\"TextRun SCXW49719450 BCX8\" lang=\"DE-DE\" xml:lang=\"DE-DE\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW49719450 BCX8\" data-ccp-parastyle=\"Body Text\">M<\/span><\/span><span class=\"TextRun SCXW49719450 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SpellingErrorV2Themed SCXW49719450 BCX8\" data-ccp-parastyle=\"Body Text\">eeting<\/span><span class=\"NormalTextRun SCXW49719450 BCX8\" data-ccp-parastyle=\"Body Text\"> was to rally support for crucial CoHA provisions, including humanitarian aid disarmament, <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW49719450 BCX8\" data-ccp-parastyle=\"Body Text\">demobilisation<\/span><span class=\"NormalTextRun SCXW49719450 BCX8\" data-ccp-parastyle=\"Body Text\">, and reintegration (DDR<\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW49719450 BCX8\" data-ccp-parastyle=\"Body Text\">);<\/span><span class=\"NormalTextRun SCXW49719450 BCX8\" data-ccp-parastyle=\"Body Text\"> and post-conflict rehabilitation and reconstruction. The meeting was also to allow the parties to discuss contentious and outstanding issues.<\/span><\/span><\/p>\n<p><span class=\"TextRun SCXW9241771 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW9241771 BCX8\" data-ccp-parastyle=\"Body Text\">Beyond occasional carefully worded AU media releases, information about the intricacies of the <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW9241771 BCX8\" data-ccp-parastyle=\"Body Text\">CoHA<\/span><span class=\"NormalTextRun SCXW9241771 BCX8\" data-ccp-parastyle=\"Body Text\"> negotiations and the agreement\u2019s implementation has been sparse, and Ethiopian civil society and Ethiopia\u2019s development partners, among others, have remained mostly in the dark. As a result, expectations were high that the meeting would cast light on key issues surrounding the agreement\u2019s partially stalled implementation. Fifteen months after the signing of the <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW9241771 BCX8\" data-ccp-parastyle=\"Body Text\">CoHA<\/span><span class=\"NormalTextRun SCXW9241771 BCX8\" data-ccp-parastyle=\"Body Text\">, the Tigray region is expected to be in recovery; however, the region&#8217;s inhabitants continue to be besieged and in crisis.<\/span><\/span><span class=\"EOP SCXW9241771 BCX8\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span class=\"NormalTextRun SCXW76077295 BCX8\" data-ccp-parastyle=\"Body Text\">There were muted celebrations when the CoHA was signed in November 2022. On paper, it ended Tigray&#8217;s deadly two-year civil war, waged by the Tigray People&#8217;s Liberation Front <\/span><span class=\"NormalTextRun SCXW76077295 BCX8\" data-ccp-parastyle=\"Body Text\">(TPLF), the Ethiopian federal government, and allies from the <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW76077295 BCX8\" data-ccp-parastyle=\"Body Text\">neighbouring<\/span><span class=\"NormalTextRun SCXW76077295 BCX8\" data-ccp-parastyle=\"Body Text\"> Eritrea, Afar and Amhara regions.<\/span> At least <a href=\"https:\/\/www.ft.com\/content\/2f385e95-0899-403a-9e3b-ed8c24adf4e7\" target=\"_blank\" rel=\"noopener\">600,000<\/a> people are said to have been killed, and about <a href=\"https:\/\/reports.unocha.org\/en\/country\/ethiopia\/card\/5EhBh4Xf5z\/\" target=\"_blank\" rel=\"noopener\">three million<\/a> people displaced. <span class=\"TextRun SCXW76077295 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun CommentHighlightPipeRestV2 SCXW76077295 BCX8\" data-ccp-parastyle=\"Body Text\">Unaccounted-for war crimes and the destruction of infrastructure have left Tigray in shambles.<\/span><\/span><\/p>\n<h2>Ongoing and Unresolved Conflicts<\/h2>\n<p>However, in the signing of the CoHA, Tigray\u2019s population and Tigrayans in the diaspora have grown sceptical about the agreement due to a perceived lack of progress with its implementation. One of the disappointments has been the poor efforts to relocate Internally Displaced Persons (IDPs), which the UN estimates to number <a href=\"https:\/\/reports.unocha.org\/en\/country\/ethiopia\/card\/5EhBh4Xf5z\/\" target=\"_blank\" rel=\"noopener\">more than a million people<\/a>. <span class=\"TextRun SCXW95271357 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun CommentHighlightPipeRestV2 SCXW95271357 BCX8\" data-ccp-parastyle=\"Body Text\">They continue to seek refuge in IDP camps around the region, which lack food, clean water, and health care. Most IDPs come from Western Tigray, which is still held by militias, thereby preventing the displaced from returning to their homes. Atrocities against civilians appear to continue, leaving it unclear how those responsible will be held accountable.<\/span><\/span><\/p>\n<p><span class=\"NormalTextRun SCXW170445622 BCX8\" data-ccp-parastyle=\"Body Text\">Meanwhile, the Tigray Interim Regional Administration and the TPLF are at odds over other <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW170445622 BCX8\" data-ccp-parastyle=\"Body Text\">CoHA<\/span><span class=\"NormalTextRun SCXW170445622 BCX8\" data-ccp-parastyle=\"Body Text\"> clauses, such as the return of contested territories in Western Tigray, which are still occupied by Amhara and Eritrean forces. The <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW170445622 BCX8\" data-ccp-parastyle=\"Body Text\">CoHA<\/span><span class=\"NormalTextRun SCXW170445622 BCX8\" data-ccp-parastyle=\"Body Text\"> also excluded many of the belligerents, including Eritrean and Amhara forces (which it merely describes as \u2018non-ENDF\u2019 forces) that have since violated its provisions, and complicated the DDR process.<\/span><\/p>\n<p><a href=\"https:\/\/www.hrw.org\/world-report\/2024\/country-chapters\/ethiopia\" target=\"_blank\" rel=\"noopener\">Reports<\/a> of <span class=\"NormalTextRun CommentHighlightPipeRestV2 SCXW43543572 BCX8\" data-ccp-parastyle=\"Body Text\">Eritrean troops looting towns and displacing, arresting, and killing civilians in Tigray persist. The Amhara militias that fought with the Eritrean National <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW43543572 BCX8\" data-ccp-parastyle=\"Body Text\">Defence<\/span><span class=\"NormalTextRun SCXW43543572 BCX8\" data-ccp-parastyle=\"Body Text\"> Force (ENDF) throughout the conflict have refused to be disarmed and \u2018reintegrated<\/span><span class=\"NormalTextRun SCXW43543572 BCX8\" data-ccp-parastyle=\"Body Text\">\u2019.<\/span><span class=\"NormalTextRun SCXW43543572 BCX8\" data-ccp-parastyle=\"Body Text\">\u00a0 Moreover, Amhara defectors have joined up with Fano militias and carried<\/span> out <a href=\"https:\/\/www.amnesty.de\/sites\/default\/files\/2024-02\/Amnesty-Bericht-Aethiopien-Aussergerichtliche-Hinrichtungen-Februar-2024.pdf\" target=\"_blank\" rel=\"noopener\">coordinated attacks<\/a> on local and regional leaders. The Amhara region, the country&#8217;s second most populous state, is currently in <a href=\"https:\/\/addisstandard.com\/news-parliament-endorses-extension-of-state-of-emergency-in-amhara-region\/\" target=\"_blank\" rel=\"noopener\">a state of emergency<\/a>, as the federal government battles to stem out a new violent rebellion. <span class=\"TextRun SCXW43543572 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun CommentHighlightPipeRestV2 SCXW43543572 BCX8\" data-ccp-parastyle=\"Body Text\">Amhara&#8217;s political elites have questioned the <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW43543572 BCX8\" data-ccp-parastyle=\"Body Text\">CoHA\u2019s<\/span><span class=\"NormalTextRun SCXW43543572 BCX8\" data-ccp-parastyle=\"Body Text\"> legitimacy as it did not involve Amhara regional representatives. They suspected that the government&#8217;s prior loyalty had shifted to Tigray. Meanwhile, the TPLF claims that the Ethiopian Federal government, <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW43543572 BCX8\" data-ccp-parastyle=\"Body Text\">Amharas<\/span><\/span><span class=\"TextRun SCXW43543572 BCX8\" lang=\"DE-DE\" xml:lang=\"DE-DE\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW43543572 BCX8\" data-ccp-parastyle=\"Body Text\">,<\/span><\/span><span class=\"TextRun SCXW43543572 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW43543572 BCX8\" data-ccp-parastyle=\"Body Text\"> and Eritreans have secretly agreed to seize Western Tigray.<\/span><\/span><\/p>\n<p><span class=\"NormalTextRun SCXW40809618 BCX8\" data-ccp-parastyle=\"Body Text\">Ethnic relations within Ethiopia have thus been deteriorating, and the <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW40809618 BCX8\" data-ccp-parastyle=\"Body Text\">CoHA<\/span><span class=\"NormalTextRun SCXW40809618 BCX8\" data-ccp-parastyle=\"Body Text\"> has added to the <\/span><span class=\"NormalTextRun SCXW40809618 BCX8\" data-ccp-parastyle=\"Body Text\">numerous<\/span><span class=\"NormalTextRun SCXW40809618 BCX8\" data-ccp-parastyle=\"Body Text\"> unresolved issues. The absence of a common adversary in the TPLF following the signing of the <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW40809618 BCX8\" data-ccp-parastyle=\"Body Text\">CoHA<\/span><span class=\"NormalTextRun SCXW40809618 BCX8\" data-ccp-parastyle=\"Body Text\"> has intensified animosity between Ethiopia&#8217;s two major ethnic groupings, the <\/span><span class=\"NormalTextRun SCXW40809618 BCX8\" data-ccp-parastyle=\"Body Text\">Amhara<\/span><span class=\"NormalTextRun SCXW40809618 BCX8\" data-ccp-parastyle=\"Body Text\"> and the Oromo. The Amhara and Oromia regions form the backbone of Ethiopian president Abiy Ahmed Ali\u2019s ruling coalition \u2013 but Oromia\u2019s regional army allied itself with the Tigrayans during the civil war. Since the agreement, Ethiopia&#8217;s federal government has run into violent confrontations with the Oromo Liberation Army (OLA) rebels, who have expanded their long-running insurgency.<\/span> Covert <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/11\/22\/ethiopia-talks-with-rebel-group-ola-end-without-deal\" target=\"_blank\" rel=\"noopener\">peace talks<\/a> in Tanzania with the OLA failed for the third time in late 2023.<\/p>\n<p><span class=\"TextRun SCXW43335409 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW43335409 BCX8\" data-ccp-parastyle=\"Body Text\">The <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW43335409 BCX8\" data-ccp-parastyle=\"Body Text\">CoHA<\/span><span class=\"NormalTextRun SCXW43335409 BCX8\" data-ccp-parastyle=\"Body Text\"> has thus been implemented in the context of the complex aftermath and partial continuation of the Tigray crisis, which also threatens Prime Minister Abiy&#8217;s fragile balance of power between old allies and new foes.<\/span><\/span><span class=\"EOP SCXW43335409 BCX8\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<h2>High Expectations<\/h2>\n<p><span data-contrast=\"none\">Given the foregoing, expectations were high that the Strategic Reflection <\/span><span data-contrast=\"none\">M<\/span><span data-contrast=\"none\">eeting would\u00a0<\/span><span data-contrast=\"none\">provide greater clarity about how the various role players would implement the CoHA\u2019s most intractable provisions, and attend to the other outstanding issues. These include contestations of the DDR process, the return of IDPs, the ongoing humanitarian and food crises, and accountability and transitional justice processes.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>However, the only publicly communicated result of the meeting has been a brief <a href=\"https:\/\/au.int\/en\/pressreleases\/20240311\/african-union-convenes-first-strategic-reflection-meeting-implementation\" target=\"_blank\" rel=\"noopener\">AU media release<\/a>, which stated:<\/p>\n<p><span class=\"TextRun SCXW239111313 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW239111313 BCX8\" data-ccp-parastyle=\"Body Text\">\u201cThe parties reaffirmed their commitment to implementing the <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW239111313 BCX8\" data-ccp-parastyle=\"Body Text\">CoHA<\/span><span class=\"NormalTextRun SCXW239111313 BCX8\" data-ccp-parastyle=\"Body Text\"> and agreed to hold multifaceted consultations to advance peace, <\/span><span class=\"NormalTextRun SCXW239111313 BCX8\" data-ccp-parastyle=\"Body Text\">security<\/span><span class=\"NormalTextRun SCXW239111313 BCX8\" data-ccp-parastyle=\"Body Text\"> and stability in the Tigray region. They also decided to consult regularly and to <\/span><span class=\"NormalTextRun SCXW239111313 BCX8\" data-ccp-parastyle=\"Body Text\">convene<\/span><span class=\"NormalTextRun SCXW239111313 BCX8\" data-ccp-parastyle=\"Body Text\"> in a similar format within the next few months. The parties acknowledged the progress made and <\/span><span class=\"NormalTextRun SCXW239111313 BCX8\" data-ccp-parastyle=\"Body Text\">identified<\/span><span class=\"NormalTextRun SCXW239111313 BCX8\" data-ccp-parastyle=\"Body Text\"> areas requiring <\/span><span class=\"NormalTextRun SCXW239111313 BCX8\" data-ccp-parastyle=\"Body Text\">additional<\/span><span class=\"NormalTextRun SCXW239111313 BCX8\" data-ccp-parastyle=\"Body Text\"> joint efforts towards fully implementing the <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW239111313 BCX8\" data-ccp-parastyle=\"Body Text\">CoHA<\/span><span class=\"NormalTextRun SCXW239111313 BCX8\" data-ccp-parastyle=\"Body Text\">.\u201d<\/span><\/span><\/p>\n<h2>Deciphering What Was Left Unsaid<\/h2>\n<p><span data-contrast=\"none\">This has to be one of the most heavily redacted AU media releases about the Tigray peace process to date. Clearly, the discussions would have been sensitive. However, given the popular desire for greater transparency, certain precise details may not be too sensitive to make public. Instead, the press release was so cryptic that we need to decipher what was left unsaid.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">First, it made no mention of the DDR process and the total withdrawal of non-ENDF forces from Tigray. DDR is meant to be administered separately by the National Demobilisation and Rehabilitation Commission (NRC), within the framework of the National Demobilisation and Reintegration Programme (NDRP). The NRC has been absent from Tigray, resulting in periodic demonstrations in Tigray\u2019s capital of Mekelle, against the sluggish pace of the DDR process.<\/span><\/p>\n<p><span class=\"NormalTextRun SpellingErrorV2Themed SCXW237783811 BCX8\" data-ccp-parastyle=\"Body Text\">Demobilisation<\/span><span class=\"NormalTextRun SCXW237783811 BCX8\" data-ccp-parastyle=\"Body Text\"> and reintegration strategies must also <\/span><span class=\"NormalTextRun AdvancedProofingIssueV2Themed SCXW237783811 BCX8\" data-ccp-parastyle=\"Body Text\">take into account<\/span><span class=\"NormalTextRun SCXW237783811 BCX8\" data-ccp-parastyle=\"Body Text\"> the economic and social welfare of former combatants. This is an extensive and expensive undertaking, involving more than 270,000 fighters from the Tigray region.<\/span> Last month, the EU pledged <a href=\"https:\/\/www.undp.org\/ethiopia\/press-releases\/eu-contributes-resources-ethiopia-demobilise-and-reintegrate-ex-combatants\" target=\"_blank\" rel=\"noopener\">16 million Euro to the NRC<\/a>, which should go a long way towards supporting DDR initiatives.<\/p>\n<p><span class=\"NormalTextRun SCXW156268131 BCX8\" data-ccp-parastyle=\"Body Text\">The statement also <\/span><span class=\"NormalTextRun SCXW156268131 BCX8\" data-ccp-parastyle=\"Body Text\">fails to<\/span><span class=\"NormalTextRun SCXW156268131 BCX8\" data-ccp-parastyle=\"Body Text\"> address the predicament of IDPs, as well as humanitarian <\/span><span class=\"NormalTextRun SCXW156268131 BCX8\" data-ccp-parastyle=\"Body Text\">assistance<\/span><span class=\"NormalTextRun SCXW156268131 BCX8\" data-ccp-parastyle=\"Body Text\"> and access, as stipulated in the <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW156268131 BCX8\" data-ccp-parastyle=\"Body Text\">CoHA<\/span><span class=\"NormalTextRun SCXW156268131 BCX8\" data-ccp-parastyle=\"Body Text\">. The TPLF and the Ethiopian federal government have been at odds over IDPs resettlements, owing in large part to the fact that non-ENDF soldiers continue to occupy the contested territories. While there is some semblance of peace in Tigray, there are fears of a relapse if more is not done to enforce the CoHA and bring perpetrators of atrocities to account. <a href=\"https:\/\/www.ohchr.org\/en\/hr-bodies\/hrc\/ichre-ethiopa\/index\" target=\"_blank\" rel=\"noopener\">The International Commission of Human Rights Experts on Ethiopia (ICHREE)<\/a>, <span class=\"TextRun SCXW104025624 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW104025624 BCX8\" data-ccp-parastyle=\"Body Text\">established<\/span><span class=\"NormalTextRun SCXW104025624 BCX8\" data-ccp-parastyle=\"Body Text\"> to investigate rights abuses, expired in October 2023, despite appeals for its extension in the face of ongoing atrocities. In his opening speech, the AU Commission Chairperson, <\/span><span class=\"NormalTextRun SCXW104025624 BCX8\" data-ccp-parastyle=\"Body Text\">Faki<\/span><span class=\"NormalTextRun SCXW104025624 BCX8\" data-ccp-parastyle=\"Body Text\"> Mahamat, <\/span><span class=\"NormalTextRun AdvancedProofingIssueV2Themed SCXW104025624 BCX8\" data-ccp-parastyle=\"Body Text\">made reference<\/span><span class=\"NormalTextRun SCXW104025624 BCX8\" data-ccp-parastyle=\"Body Text\"> to a working <\/span><span class=\"NormalTextRun SCXW104025624 BCX8\" data-ccp-parastyle=\"Body Text\">group on<\/span> <span class=\"NormalTextRun SCXW104025624 BCX8\" data-ccp-parastyle=\"Body Text\">transitional justice<\/span><span class=\"NormalTextRun SCXW104025624 BCX8\" data-ccp-parastyle=\"Body Text\">.<\/span><\/span> <span class=\"TextRun SCXW104025624 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW104025624 BCX8\" data-ccp-parastyle=\"Body Text\">However, no genuine accountability or transitional justice process has begun to address the serious human rights violations perpetrated during the two-year conflict.<\/span><\/span><\/p>\n<p><span class=\"TextRun SCXW106228065 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW106228065 BCX8\" data-ccp-parastyle=\"Body Text\">The AU cannot afford to let the Tigray peace process stall due to inaction or apathy, or for it to be overwhelmed by violence and political disputes among the parties. In a volatile and rapidly changing environment, the implementation of the <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW106228065 BCX8\" data-ccp-parastyle=\"Body Text\">CoHA<\/span><span class=\"NormalTextRun SCXW106228065 BCX8\" data-ccp-parastyle=\"Body Text\"> must be accompanied by tangible reforms and direct public participation, thereby giving the affected populations a sense of ownership of and control over the post-conflict and rehabilitation process. Official declarations from the AU that lack practical details about how things will be done, and keep important communities of interest in the dark<\/span><\/span><span class=\"TextRun SCXW106228065 BCX8\" lang=\"DE-DE\" xml:lang=\"DE-DE\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW106228065 BCX8\" data-ccp-parastyle=\"Body Text\">,<\/span><\/span><span class=\"TextRun SCXW106228065 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW106228065 BCX8\" data-ccp-parastyle=\"Body Text\"> will not help move the process forward. Future AU CoHA reflection meetings must be more transparent about how the <\/span><span class=\"NormalTextRun SCXW106228065 BCX8\" data-ccp-parastyle=\"Body Text\">peace <\/span><span class=\"NormalTextRun SCXW106228065 BCX8\" data-ccp-parastyle=\"Body Text\">process is progressing and support the agency of Tigrayans in contributing to local solutions.<\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Politics, violence, and secrecy have held back progress in post-war Tigray.
