This article argues that their approach toward French-speaking Maghreb countries (Algeria, Tunisia, and Morocco) is symptomatic of the difference between a \u201cnormalized\u201d and an always more radical far right: while Le Pen seeks to position herself as a serious and pragmatic international partner<\/strong><strong>, <\/strong><strong>Eric Zemmour risks credibility by focusing on resentment about the Algerian war of independence and on the \u201cdecline of French\u201d civilization caused by the \u201cmigrative invasion\u201d from Muslim North-Africans. <\/strong><\/p>\n<p>The upcoming French presidential election on April 10<sup>th<\/sup> has seen the uprising of two far-right candidates: Marine Le Pen and Eric Zemmour. Emmanuel Macron seems in a strong position to win the election \u2013 but Le Pen and Zemmour have managed to place subjects like immigration, French \u201cidentity\u201d and the \u201cGreat replacement\u201d at the heart of public debate. Though some similarities exist between them, differences in their speeches, interviews, and diplomatic programs, and especially the way they picture France\u2019s relation with French-speaking Maghreb countries reflect their contrasts and oppositions (see <a href=\"https:\/\/mlafrance.fr\/programme\" target=\"_blank\" rel=\"noopener\">Le Pen\u2019s program<\/a> and <a href=\"https:\/\/programme.zemmour2022.fr\/\" target=\"_blank\" rel=\"noopener\">Zemmour\u2019s program<\/a>). Le Pen\u2019s attempts to hide her extremist views behind a more moderate labelling are simply an effort to claim credibility, rather than a substantive ideological shift away from views also held by Zemmour, this blog contribution argues.<\/p>\n<h2>Le Pen and Zemmour: two sides of the same coin?<\/h2>\n<p>At first sight, one could argue that both candidates\u2019 foreign affairs programs are very similar. Both Le Pen and Zemmour despise multilateralism and international organizations and argue for France\u2019s exit from NATO\u2019s integrated command in line with a policy of international non-alignment. They value ultraconservative dictators like Vladimir Putin, who is a generous funder of Le Pen\u2019s <em>Rassemblement National<\/em> and an inspiration for Eric Zemmour. However, while both Le Pen\u2019s and Zemmour\u2019s programs revolve around xenophobic discourses of religion and immigration, deemed by both candidates as the greatest danger for the survival of France\u2019s cultural identity, they have a different approach on these subjects.<\/p>\n<p>Marine Le Pen, who is a candidate for the third time in a row and the strongest opponent to President Emmanuel Macron, has sought to \u201cnormalize\u201d her party in the last years. In contrast to the party founded by Marine\u2019s father Jean-Marie, which focused on racist and nationalist arguments, Marine Le Pen\u2019s <em>Rassemblement National <\/em>party <a href=\"https:\/\/journals.openedition.org\/corpus\/3087\" target=\"_blank\" rel=\"noopener\">has shifted its discourse toward the populist defense of French \u201cpatriots\u201d marginalized by an unfair globalization<\/a>. In the process, explicitly xenophobic themes have been pushed more to the background, however, these are still very much present in <a href=\"https:\/\/www.lemonde.fr\/election-presidentielle-2022\/article\/2022\/03\/31\/presidentielle-2022-derriere-la-normalisation-de-marine-le-pen-un-projet-qui-reste-d-extreme-droite_6119942_6059010.html\" target=\"_blank\" rel=\"noopener\">Le Pen&#8217;s program, so the party\u2019s far-right ideology should not be forgotten<\/a>. Eric Zemmour, on the other hand, is much closer to Jean-Marie Le Pen\u2019s ideas. His speeches focus on the \u201cdefense\u201d of French civilization and on the \u201cdangers\u201d of Islam; <a href=\"https:\/\/www.lemonde.fr\/politique\/article\/2021\/09\/20\/islam-grand-remplacement-place-des-femmes-dans-son-livre-eric-zemmour-ressasse-ses-obsessions_6095322_823448.html\" target=\"_blank\" rel=\"noopener\">he claims for instance that Human Rights are an ideology used by Leftists<\/a> to cause the demise of French national identity through the \u201cIslamization\u201d of France. Zemmour\u2019s strategy of constant radicalization contrasts with Le Pen\u2019s \u201cnormalization\u201d. But how are these differences exemplified in the far-right candidates\u2019 visions of France\u2019s foreign policy, and especially concerning Maghreb countries, which have historically strong ties to France?<\/p>\n<h2>The French far right and Maghreb: Morocco as a valuable partner and Algeria as an eternal feud<\/h2>\n<p>Concerning Maghreb countries, both see in the authoritarian Moroccan monarchy a key partner in the fight against \u201cIslamism\u201d, but their relations to Algeria are much more complicated for historical reasons. The French far-right\u2019s deep distrust of the Algerian Republic is mainly rooted in the Algerian War of Independence, an eight-year long war waged against France and culminating in Algeria\u2019s independence in 1962. The far right, through the Organisation de l\u2019Arm\u00e9e Secr\u00e8te (OAS), a group of French nationalist officers, and through Occident or Ordre Nouveau, <a href=\"https:\/\/www.youtube.com\/watch?v=Cegh1dZLrh8&amp;list=WL&amp;index=12\" target=\"_blank\" rel=\"noopener\">opposed Algeria\u2019s independence and tried to orchestrate a coup against the French Republic to continue the war<\/a>. It is therefore no surprise than Le Pen and Eric Zemmour both criticize <a href=\"https:\/\/www.lemonde.fr\/afrique\/article\/2022\/03\/17\/guerre-d-algerie-le-kaleidoscope-memoriel-d-emmanuel-macron_6117999_3212.html\" target=\"_blank\" rel=\"noopener\">Macron\u2019s policy of recognizing war crimes perpetrated by the French state<\/a> as \u201cself-hatred\u201d and repentance. If either one was elected, France\u2019s relationship with Maghreb countries would be overtly conflictual: <a href=\"https:\/\/blog.prif.org\/2020\/10\/12\/macrons-plan-for-fighting-islamist-radicalization-and-what-germany-and-other-european-countries-should-and-shouldnt-learn-from-it\/\" target=\"_blank\" rel=\"noopener\">fewer visas would be given and the crackdown on French Islam would surely upset Maghreb countries<\/a>.<\/p>\n<h2>Beyond similarities: Le Pen\u2019s African \u201cnormalization\u201d<\/h2>\n<p>Despite similarities, this parallel falls too short for two main reasons: Le Pen\u2019s African connections and her surge for \u201cnormalization\u201d. Over time, the Le Pen family was able to build a small but significant <a href=\"https:\/\/afriquexxi.info\/article4927.html\" target=\"_blank\" rel=\"noopener\">network of like-minded entrepreneurs and presidents<\/a> on the African continent, which eventually funded its presidential campaigns. Furthermore, Marine Le Pen has developed a rather complete diplomatic program ranging from a new beginning for the Francophonie (a loose association of French-speaking countries) to the fight against terrorism in Northern Africa: the <em>Rassemblement National<\/em> has used its ties to Africa to strengthen its image as a credible diplomatic force \u2013 should Le Pen win the election. Although the fear of uncontrolled immigration coming from Maghreb countries is still very present, Le Pen has therefore diversified and above all \u201cnormalized\u201d her program concerning (Northern) Africa.<\/p>\n<p>Eric Zemmour is moving in the opposite direction. His past as a controversial journalist has shaped his undiplomatic and often explicitly racist discourse. Passionate about French history and revisionism, which he uses as a tool of legitimization for his assertions, he defended the colonization of Algeria and of Maghreb by France. General Bugeaud, guilty of numerous war crimes during the conquest of Algeria in the late 19<sup>th<\/sup> century, is <a href=\"https:\/\/www.la-croix.com\/France\/Guerre-dAlgerie-quen-disent-candidats-presidentielle-2022-2022-03-18-1201205723\" target=\"_blank\" rel=\"noopener\">depicted by Zemmour as a peace bringer in a miserable, dangerous country full of Muslim terrorists<\/a>. Zemmour\u2019s self-proclaimed aim is not to propose a clear program on international affairs, but to warn against the decline of French civilization caused by the &#8220;<a href=\"https:\/\/doi.org\/10.1177%252F13684302211028293\">Great Replacement<\/a>&#8221; of \u201ctrue French\u201d by North-African Muslim \u201cinvaders\u201d. His solutions are hardly applicable as he wants to discuss with Algeria, Tunisia, and Morocco about the \u201cremigration\u201d of one million immigrants \u2013 which means flying \u201cimmigrants\u201d back to their \u201chomeland\u201d (although a vast majority of these people are French), <a href=\"https:\/\/www.illiberalism.org\/an-identitarian-europe-successes-and-limits-of-the-diffusion-of-the-french-identitarian-movement\/\" target=\"_blank\" rel=\"noopener\">a popular theme inside the far-right Identarian movement<\/a>. His focus on Islam and immigration as the main causes of the French decline have led Jordan Bardella, spokesperson of the <em>Rassemblement National<\/em>, to name Zemmour\u2019s program as <a href=\"https:\/\/www.europe1.fr\/politique\/presidentielle-en-difficulte-eric-zemmour-franchit-un-pas-de-plus-dans-la-radicalite-4101037\" target=\"_blank\" rel=\"noopener\">\u201cdemagogical\u201d<\/a> \u2013 a cynical and hypocritical posture symptomatic for the clash between two sides of the far right.<\/p>\n<h2>Discursive shift or meaningful programmatic difference?<\/h2>\n<p>It seems Zemmour\u2019s constant radicalization has made him lose the battle for credibility before the election, as the case of his Maghreb-policy shows it. <a href=\"https:\/\/www.huffingtonpost.fr\/entry\/tous-les-sondages-du-premier-tour-de-la-presidentielle-2022-au-1er-avril_fr_6245f864e4b0981744fe8450\" target=\"_blank\" rel=\"noopener\">Recent polls<\/a> document his slow decline: with voting intentions around 18% when he announced he was running for President two months ago, he is now stuck around 10% of support, while Marine Le Pen climbed up to 20% and is in a good position to challenge Macron on the second turn of the election on April 24<sup>th<\/sup>. Zemmour bet on radicalization to challenge Le Pen\u2019s hegemony at the far-right; this strategy made him lose not only voters but also international credibility. Nonetheless, both candidates\u2019 diplomatic programs show one thing: Le Pen\u2019s and Zemmour\u2019s opposition comes down to the <em>Rassemblement National\u2019s<\/em> discursive shift away from polemic outings, and not to a fundamental ideological opposition. Le Pen\u2019s program stays firmly rooted on far-right ground and should not make us naively expect a peaceful relationship between France and Maghreb if she is elected.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>As the first turn of the French presidential election on April 10th comes closer, two far-right candidates have drawn all the attention: Marine Le Pen and Eric Zemmour.
