In the run up to the 2020 election, purported or real threats from Moscow have been called out again, both by <a href=\"https:\/\/www.wsj.com\/articles\/russian-hackers-have-targeted-200-groups-tied-to-presidential-election-microsoft-says-11599763502\" target=\"_blank\" rel=\"noopener noreferrer\">serious reports<\/a> and rather questionable campaigns like a (privately funded) <a href=\"https:\/\/www.rbc.ru\/rbcfreenews\/5f76f4169a7947fcf81e10a7\" target=\"_blank\" rel=\"noopener noreferrer\">billboard in New York<\/a> that \u2013 in reference to Trump\u2019s alleged collusion with the Kremlin &#8211; warned that \u201cRussian lessons are expensive\u201d. In contrast to this preoccupation with Russia, the debate or rather the absence of debate in Moscow indicates a lack of interest in the US elections and points to the fact that Russian expectations are low.<\/strong><\/p>\n<p>When Donald Trump won the presidential elections in 2016, <a href=\"https:\/\/www.rbc.ru\/rbcfreenews\/58230a939a7947f0d933a04f\" target=\"_blank\" rel=\"noopener noreferrer\">Russian politicians opened bottles of champagne<\/a> in the Russian parliament. However, high hopes that the post-2014 crisis in US-Russian relations could be overcome with a new leader in the White House have not materialized. Instead, multiple rounds of harsh <a href=\"https:\/\/home.treasury.gov\/policy-issues\/financial-sanctions\/sanctions-programs-and-country-information\/countering-americas-adversaries-through-sanctions-act\" target=\"_blank\" rel=\"noopener noreferrer\">sanctions<\/a>, a new and more assertive <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2017\/12\/NSS-Final-12-18-2017-0905.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">National Security Strategy<\/a> and (albeit limited) <a href=\"https:\/\/www.politico.com\/news\/2019\/09\/30\/ukraine-united-states-military-aid-013792\" target=\"_blank\" rel=\"noopener noreferrer\">military support for Ukraine<\/a> marked US policy vis a vis Russia in the past four years. \u201cBeing tough on Russia\u201d is now considered an important qualification for the 2020 presidential candidates. Thus, Biden repeatedly accused Trump of playing <a href=\"https:\/\/www.nytimes.com\/2020\/09\/01\/us\/politics\/us-russia-military-tensions.html\" target=\"_blank\" rel=\"noopener noreferrer\">\u201ca subservient role to a Russian leader\u201d<\/a> which is \u201chumiliating and embarrassing for the rest of the world to see\u201d, while Trump\u2019s Foreign Minister Pompeo stated that <a href=\"https:\/\/www.washingtonpost.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cwe\u2019re the toughest administration ever on Russia\u201d<\/a>.<\/p>\n<p>This has led to a certain disappointment in Moscow, but also to a more realistic assessment of what is feasible. It could be argued that Trump\u2019s policy priorities and his personal leadership style make him easier to read for the Russian political elite than his challenger Biden. The latter has been exemplified by Trump\u2019s latest <a href=\"https:\/\/www.washingtonpost.com\/elections\/2020\/09\/23\/trump-biden-supreme-court-live-updates\/\" target=\"_blank\" rel=\"noopener noreferrer\">scandalous announcement<\/a> to not recognize the results of the election if he loses and instead to \u201csee what happens\u201d. However, there is no clear preference for the incumbent.<\/p>\n<p>Change for the positive is not probable with foreign policy veteran Joe Biden either. Despite having <a href=\"https:\/\/www.rferl.org\/a\/biden_russia_moldova_reset_skolkovo\/2332861.html\" target=\"_blank\" rel=\"noopener noreferrer\">coined the term \u201creset\u201d<\/a> and pushed for rapprochement in US-Russian relations back in 2009 while serving as Vice President under Obama, Biden has become an <a href=\"https:\/\/www.ecfr.eu\/article\/commentary_a_contest_of_extremes_bidens_and_trumps_opposing_positions_on_ru\" target=\"_blank\" rel=\"noopener noreferrer\">outspoken and consistent critic<\/a> of Putin\u2019s Russia in the past years. A Democratic president is also likely to put policy issues like human rights, climate change or democracy promotion back on the agenda and to mend fences with partners in the EU, which could contribute to stronger attempts \u201c<a href=\"https:\/\/www.foreignaffairs.com\/articles\/russia-fsu\/2017-12-05\/how-stand-kremlin\" target=\"_blank\" rel=\"noopener noreferrer\">to stand up to the Kremlin<\/a>\u201d.<\/p>\n<h2>No new \u201cresets\u201d expected<\/h2>\n<p>With these two options on the table, Russia\u2019s overall expectations are low. As <a href=\"https:\/\/regnum.ru\/news\/3066819.html\" target=\"_blank\" rel=\"noopener noreferrer\">Foreign Minister Sergei Lavrov has put it with a certain bitterness<\/a>, although \u201ccommon sense\u201d should tell the US leadership that cooperation with Russia is necessary, \u201cwe understand that there will be no radical changes in our relations neither with the Democrats, nor with the Republicans\u201d. In a <a href=\"http:\/\/en.kremlin.ru\/events\/president\/news\/64171\" target=\"_blank\" rel=\"noopener noreferrer\">recent interview, Vladimir Putin himself<\/a> came up with a surprisingly balanced list of pros and cons to both candidates (cf. Table 1). This also resonates with the coverage by the Russian state media, that \u2013 unlike 2016 \u2013 does not take sides and confines itself to the role of an impartial observer of whatever <a href=\"https:\/\/rg.ru\/2020\/09\/29\/za-prezidentskimi-vyborami-v-ssha-proslediat-lish-40-nabliudatelej.html\" target=\"_blank\" rel=\"noopener noreferrer\">new scandal is going on<\/a> across the Atlantic.<\/p>\n<p>This, again, points to another reason why the upcoming presidential election is not a priority for Moscow. The current desolate state of domestic politics in the US \u2013 from Covid-19 mismanagement to violent social unrest and a presidential debate that has been deemed a \u201c<a href=\"https:\/\/www.independent.co.uk\/voices\/editors-letter\/biden-trump-presidential-debate-minds-changed-b723239.html\" target=\"_blank\" rel=\"noopener noreferrer\">national disgrace<\/a>\u201d \u2013 creates a favorable situation for Russia that does not require much action. On the one hand, it makes it easy for the Russian leadership to present itself in a positive light, both domestically and internationally. Thus, former Prime Minister Dmitri Medvedev stated that Washington is <a href=\"https:\/\/rg.ru\/2020\/09\/02\/medvedev-ob-izbiratelnoj-sisteme-ssha-v-svoem-glazu-brevna-ne-vidiat.html\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cfailing to see the beam in their own eye\u201d<\/a> while criticizing electoral processes in Russia. Additionally, a <a href=\"https:\/\/blog.prif.org\/2020\/10\/19\/die-wahlen-in-den-usa-das-ende-einer-liberalen-fuehrungsmacht\/\" target=\"_blank\" rel=\"noopener noreferrer\">US that is preoccupied with domestic issues and a disunited West<\/a> allows Moscow to focus on the many other pressing issues in its immediate neighborhood such as the <a href=\"https:\/\/blog.prif.org\/2020\/08\/12\/winning-elections-but-losing-the-country-what-does-a-weakened-lukashenka-regime-mean-for-european-security\/\" target=\"_blank\" rel=\"noopener noreferrer\">protests in Belarus<\/a>, the outbreak of <a href=\"https:\/\/blog.prif.org\/2020\/09\/30\/bergkarabach-vom-kalten-frieden-zum-heissen-krieg\/\" target=\"_blank\" rel=\"noopener noreferrer\">war in Nagorno Karabakh<\/a> or the <a href=\"https:\/\/foreignpolicy.com\/2020\/10\/07\/crisis-grips-kyrgyzstan-as-protesters-oust-the-prime-minister\/\" target=\"_blank\" rel=\"noopener noreferrer\">crisis in Kyrgyzstan<\/a>.<\/p>\n<h2>Significant other no more<\/h2>\n<p>Despite the fact that US and Russian authorities still frequently instrumentalize each other in internal debates and conveniently use each other as scape goats (e.g. <a href=\"https:\/\/news.cgtn.com\/news\/2020-06-30\/A-new-round-of-Russia-gate--RK8ICVhSBG\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">Russia gate<\/a> or <a href=\"https:\/\/www.reuters.com\/article\/us-russia-politics-navalny\/kremlin-says-navalny-works-with-cia-after-he-accuses-putin-of-poisoning-idUSKBN26M4JB\" target=\"_blank\" rel=\"noopener noreferrer\">Navalny as CIA agent<\/a>), mutual interdependence is at its lowest since the end of the Cold War. Russia has finally given up any pretences of trying to join the bigger political West <a href=\"https:\/\/eng.globalaffairs.ru\/articles\/the-loneliness-of-the-half-breed\/\" target=\"_blank\" rel=\"noopener noreferrer\">(\u201cRussia\u2019s epic westward quest is over\u201d<\/a>), whereas the United States has realised that appeasing or accommodating Putin\u2019s Russia is not leading to any tangible results. Summit diplomacy between Trump and Putin did more damage than good (e.g. <a href=\"https:\/\/www.bbc.com\/news\/world-us-canada-44830012\" target=\"_blank\" rel=\"noopener noreferrer\">Summit<\/a> <a href=\"https:\/\/blog.prif.org\/2018\/07\/18\/hornberger-schiessen-in-helsinki\/\">in Helsinki<\/a> in 2018) and exchange between civil societies is reduced to a minimum, as symbolized by the closure of the US Consulate General in St. Petersburg in 2018 and the <a href=\"https:\/\/www.voanews.com\/usa\/dueling-us-russia-consulate-closures-leave-ordinary-citizens-feeling-pain\" target=\"_blank\" rel=\"noopener noreferrer\">Russian General Consulate in San Francisco<\/a>. Economic and trade relations, already limited to start with, have become essentially insignificant.<\/p>\n<p>With the death of the milestone <a href=\"https:\/\/blog.prif.org\/2019\/08\/09\/das-ende-des-inf-vertrags-katerstimmung-in-europa\/\" target=\"_blank\" rel=\"noopener noreferrer\">Intermediate-Range Nuclear Forces Treaty (INF)<\/a> and <a href=\"https:\/\/blog.prif.org\/2019\/12\/11\/dunkle-wolken-am-offenen-himmel-verlassen-die-usa-den-open-skies-treaty\/\" target=\"_blank\" rel=\"noopener noreferrer\">grim prospects<\/a> for the <a href=\"https:\/\/www.ridl.io\/en\/goodbye-open-skies\/\" target=\"_blank\" rel=\"noopener noreferrer\">Open Skies Treaty<\/a> and New START (Strategic Arms Reduction Treaty), the US and Russia are also losing their previous prominence as guarantors of international strategic stability. With the US withdrawal from JCPOA (Joint Comprehensive Plan of Action), by which Russia alongside other Western powers and China hoped to settle the Iranian nuclear problem, the number of fora where Moscow and Washington can keep up dialogue and cooperation is reaching a dangerously low mark. To some extent, the situation is even worse than during Cold War (from the mid-1960s onward), when the parties at least had neutral and functioning platforms to fall back on, such as the Conference for Security and Co-operation in Europe (CSCE). Against this background, it is Beijing that could become the new point of reference for both Russia and the US \u2013 be it as prospective partner or \u201c<a href=\"https:\/\/editorials.voa.gov\/a\/china-poses-biggest-threat-to-u-s-national-security\/5516031.html#:~:text=China%20represents%20%E2%80%9Cthe%20greatest%20long,speech%20at%20the%20Hudson%20Institute.\" target=\"_blank\" rel=\"noopener noreferrer\">greatest threat<\/a>\u201d.<\/p>\n<h2>Road to 2024?<\/h2>\n<p>In 2024, presidential elections will take place in both Russia and the US which could bring (unforeseeable) momentum to US-Russian relations. Until then, the two are most likely to remain in crisis management mode, with the best-case scenario being an avoidance of further escalation and supporting limited cooperation in specific policy fields when possible. Recent halfhearted policy initiatives on <a href=\"https:\/\/www.washingtonpost.com\/national-security\/us-scrambles-to-do-nuclear-deal-with-russia-before-election-issuing-ultimatum\/2020\/09\/22\/fe4769f2-fc38-11ea-830c-a160b331ca62_story.html\" target=\"_blank\" rel=\"noopener noreferrer\">nuclear arms control<\/a> &#8211; pushed by the US &#8211; and <a href=\"https:\/\/www.reuters.com\/article\/us-russia-usa-putin-idUSKCN26G1LJ?taid=5f6dde28d9f82500010e3a8b&amp;utm_campaign=trueAnthem:+Trending+Content&amp;utm_medium=trueAnthem&amp;utm_source=twitter\" target=\"_blank\" rel=\"noopener noreferrer\">cyber security and non-interference<\/a> \u2013 suggested by Putin \u2013 are not likely to bear any fruit and can be considered merely symbolic. There are some relevant international issues where both countries\u2019 interests are compatible (like the OSCE Minsk Group on Nagorno Karabakh or the North Korean nuclear program) but the willingness to capitalize on this relationship is largely lacking.<\/p>\n<p>Perhaps, recognition of this new \u201cmutual insignificancy\u201d in both countries could help readjust expectations. A realistic assessment of what can be achieved together would allow Moscow and Washington to concentrate on a more narrow and pragmatic agenda of \u201cdeliverables\u201d. According to the emerging literature on <a href=\"https:\/\/www.ssoar.info\/ssoar\/bitstream\/handle\/document\/69021\/ssoar-2020-dembinski_et_al-Russland_und_der_Westen_Von.pdf?sequence=1&amp;isAllowed=y\" target=\"_blank\" rel=\"noopener noreferrer\">dissociation processes<\/a>, this separation might eventually create certain windows of opportunities, if the process is managed correctly and if emotional tensions caused by unreasonably high expectations are settled. So far, we can observe a growing indifference vis a vis the United States in Russia.
