Trotz der längst verfahrenen militärischen Lage für die Ukraine und bekannten Kurswechsels in den USA hielten Deutschland und Europa an der unrealistischen Strategie fest, nur mit militärischer Unterstützung und Sanktionen eine Verhaltensänderung Moskaus zu erreichen. Damit allein lässt sich der Krieg nicht zu möglichst günstigen Bedingungen für Kyjiw beenden. Die europäische Passivität gegenüber dem diplomatischen Ansatz von Präsident Trump wird auch nicht helfen, mehr europäische Souveränität zu erlangen. Vielmehr wird die Zukunft der Ukraine und unsere eigene Sicherheitsarchitektur mit ihm und auch mit Präsident Putin ausgehandelt werden müssen. Statt panisch nur ins Militär zu investieren, sollten sich die europäischen Regierungen ausnüchtern und diplomatisch rüsten, ihr Schicksal in die Hand zu nehmen.

Antarctica is often celebrated as a continent of peace and science. All ‘measures of a military nature’ – other than logistic and technical support for scientific endeavours – are prohibited by the Antarctic Treaty, which remains widely observed some 66 years after it was negotiated in 1959. However, conversations about ‘Antarctic security’ appear to be increasing in frequency and salience. Rather than chasing military and national security spectres at the South Pole, we should invest more in diplomatic and political efforts to ensure the ongoing effective and peaceful management of the Antarctic.

Once again the forum brought together decision-makers from around the world to discuss major global security issues, with widespread hope that it would set the stage for a sustainable peace process for Ukraine. Instead, the prospects for such a process have greatly declined, while the conference itself only further demonstrated the diminishing relevance of the ‘global West’. Originally established as a Military Security Conference (Internationale Wehrkunde-Begegnung) focused on European and transatlantic security, the MSC now stands at a crossroads: return to its European roots or expand politically and thematically? Both options come with a price tag.

In deutlichem Kontrast zur letzten Wahl 2021 scheint keine der großen Parteien gegenwärtig im Klimaschutz ein Thema zu sehen, mit dem man Wahlen gewinnen kann. Dabei ist Klimaschutz längst ein zentraler Bestandteil der Wirtschafts- und Sicherheitspolitik Deutschlands und er lässt sich nicht auf reine Klimapolitik begrenzen.

Wann wird Forschung zum Sicherheitsrisiko? Im Zuge der Debatten um die „Zeitenwende“ wird verstärkt diskutiert, ob Universitäten auch für das Militär forschen dürfen oder ob sie rein zivile Forschung betreiben sollen. Oft ist diese Abgrenzung aber gar nicht so einfach. Viele Forschungsbereiche sind „Dual Use“ – sie haben legitime Anwendungen, können aber auch missbraucht werden, zum Beispiel zur Herstellung von Waffen, und damit zum Problem für die nationale oder globale Sicherheit werden. Saving the Planet by Making Antarctica the Object of International Discord?
The recently published Emissions Gap Report 2024 warns that international ambitions must be dramatically raised or the Paris Agreement’s 1.5°C goal will be gone soon. The current COP 29 conference is unlikely to deliver, however, and with new emission records for 2024 just confirmed and climate impacts intensifying, there is an increasing push for more contentious ideas, such as geoengineering the fragile West Antarctic Ice sheet. While there are several technical and environmental concerns, what has been largely overlooked are the political risks of such an endeavour, in particular challenges to the authority, sovereignty, and security of the Antarctic Treaty System.
Mehr als nur Abschreckung: Mittelstreckenwaffen und Multi-Domain-Operationen in Europa
Seit die USA und Deutschland am Rande des NATO-Gipfels 2024 bekanntgegeben haben, dass ab 2026 konventionelle Mittelstreckenwaffen in Deutschland stationiert werden sollen, stehen die neuen Waffensysteme im Fokus der sicherheitspolitischen Diskussion. Dabei werden Rolle und Bedeutung der Systeme hauptsächlich unter dem Gesichtspunkt der Abschreckung diskutiert. Allerdings spielen sie auch eine zentrale Rolle im neuen Multi-Domain-Operationskonzept der US-Armee. Um alle Dimensionen der geplanten Stationierung erfassen zu können, müssen die weitreichenden Waffen deshalb auch unter dem Aspekt der Kriegsführung betrachtet werden.

Das globale Konfliktgeschehen hat sich im vergangenen Jahr weiter verschärft: Der Krieg zwischen Israel und der Hamas in Gaza, die anhaltende Aggression Russlands gegen die Ukraine sowie Militärputsche und dschihadistische Gewalt in Afrika forderten zehntausende Opfer. Militärische Interventionen in Konflikte zeigen dagegen kaum Erfolge, auch die Bekämpfung von Armut und Hunger stockt. Weltweit setzen zudem extremistische Bewegungen die Demokratien unter Druck. Das Friedensgutachten, das im Juni 2024 erschienen ist, schlägt in dieser „Welt ohne Kompass“ Orientierungspunkte vor.
